Finland will host Rescue Borealis 2025, a Nordic exercise focusing on the Euro-Arctic cross-border cooperation involving rescue services in Finland, Sweden and Norway. Rescue Borealis 2025 includes a field training exercise that will take place near Oulu between 29 September and 3 October 2025.

Authorities from Northern Finland, Northern Sweden, and Northern Norway have tested their communication capabilities for critical scenarios. Secure communication networks used by the authorities were most recently tested on Tuesday 10 December. A total of 20 organizations from Nordic regions participated in the exercise.

On November 28, the Nordic ministers responsible for civil protection and emergency preparedness met in Oslo. In the meeting the ministers agreed on strengthened Nordic civil-military cooperation.
