International Cooperation Courses

The High North Cooperation organises International Cooperation Courses (ICC) for key stakeholders in northern Finland, Sweden, and Norway.
Each year, the course focuses on one of NATO’s seven baseline requirements.

The course aims to: 

  • Increase participants’ understanding of the High North from a civil preparedness perspective.
  • Provide an opportunity for networking among regional and national stakeholders in the High North.
  • Increase knowledge about Finland, Sweden, and Norway from a civil preparedness perspective with a special focus on one of NATO´s seven baseline requirements.

 

Target groups include stakeholders at the regional-, municipal-, and national levels, such as municipalities, rescue services, healthcare authorities, armed forces, police, boarder guard, and volunteer organizations.

ICC2025: Mass evacuation

During ICC25, the focus is on NATOs third baseline requirement: Ability to deal effectively with the uncontrolled movement of people. 

The course will approach the baseline requirement from a comprehensive perspective, looking at aspects such as: 

  • Planning and conducting mass evacuation, including across borders.
  • Receving and caring for refugees, including international refugees.

 

The course will bring together stakeholders from Finland, Sweden, and Norway, for two days of networking, briefs, and workshops. Scenarios will be utilized to explore the challenges of dealing with large numbers of refugees within, and between, Finland, Sweden and Norway.

The course will be held in Sweden in the autumn. 

In 2024 the course focused on NATOs fifth baseline requirement: the ability to deal with mass casualties and disruptive health crises.
