The High North Cooperation organises an International Cooperation Course (ICC) with a special focus on NATOs third baseline requirement: Ability to deal effectively with the uncontrolled movement of people. The course is intended for key stakeholders in northern Finland, Sweden, and Norway. The course will be held in Sweden in October.
ICC2025 will approach the baseline requirement from a comprehensive perspective, looking at aspects such as:
The target groups of the course are municipal, regional, and national authorities, as well as volunteer organizations, with responsibilities related to the third baseline requirement and the following subtopics:
The course consists of two days of networking, briefings, and workshops. Scenarios will be used to explore the challenges of managing large numbers of refugees within and between Finland, Sweden, and Norway.
